The Readiness of the Class II Father of Purwokerto in Supervising the Social Work Crime of Adult Perpetrators Based on the National Criminal Code

Law Number 1 of 2023 concerning the National Criminal Code (KUHP) progressively shifts the sentencing paradigm from retributive to integrative-rehabilitative by introducing alternative non-custodial sanctions for adult offenders, such as community service and supervision. The Correctional Center (Bapas) plays a vital role through Community Research (Litmas) recommendations and supervision. However, at the local level, such as Bapas Class II Purwokerto, implementation faces vast geographical challenges in Banyumas Raya and a lack of formal partnership mapping. This socio-legal research aims to analyze the institutional readiness of Bapas Purwokerto and formulate tactical solutions to the operational constraints of Community Advisors (PK). Data were gathered through in-depth interviews, participant observation, and legal document analysis, and then analyzed qualitatively. The results indicate that Bapas Purwokerto's institutional readiness is still hindered by an unequal PK-to-client ratio and limited operational budgets for adult cases. To overcome spatial constraints across four districts, two main tactical strategies are proposed: (1) implementing a GPS-based self-reporting system (E-Supervision) for efficient remote monitoring, and (2) developing a "Community Service Address Directory" based on cross-sectoral MoUs with local governments to ensure executive certainty for judges. This reconstruction of digital-based supervision and local partnerships not only provides legal certainty for law enforcement officers but also sustainably minimizes the risk of recidivism.
